Earthquake alarm

Hi! I am currently living in Japan but I bought my phone in the US. Right now i have a Japanese sim as well as one from my country. Yesterday there was an earthquake in Japan and everyone received a notification but i didn’t. I have my governmental alarm on so I wanted to now what should I do to be able to get it. People close to me did receive a notification
