Can’t find the file app on my ipad

Based on the tags appended to your post, you have an iPad 2 running iOS 9. Unfortunately, the Files app is only available on devices running iOS/iPadOS 11 or later. Your device is not capable of iOS 10 or higher, so if you wish to use the Files app, you will need a newer device.
