reading list "not available for offline reading"

iOS 16.4.1 iPhone X I only try this on one device. Don't care about syncing. Only 29gb of 64 used.

"not available for offline reading" when accessing reading list in airplane mode.

Tried Automatically Save Offline both on and off. And what does that mean?

Turned iCloud Safari off and deleted and back on. And if not wanting to access on other devices, this should not matter, right?

Waited 30 seconds for saving a page didn't work.

The pages are in my reading list with proper heading, and are available online, but not available offline.

I've spent weeks on this and at first some pages were available and others weren't. Now, none are available.
