If the charge is from your Apple ID:

… Subscriptions and Billing - Official Apple Support

… Request a refund for apps or content that you bought from Apple - Apple Support

… If you think your Apple ID has been compromised - Apple Support

If not from any of your Apple IDs, contact your financial provider and dispute the charges
