setting up apple watch for family member

I am trying to set up my child's apple watch SE (2nd gen) cellular on my iphone 11 with iOS 16.4.1 updated. When I add her apple ID, it asks for the verification number and after it is entered, is asks to enter her apple ID again. It keeps returning to this page and I cannot continue the set up.

Setup Apple Watch with family support stuck on terms I have an iPhone 14 pro max (iOS 16.2), trying to setup an a cellular Apple Watch SE (software 9.2) for my family member using family setup. We have family sharing, two factor authentication, her own Apple ID, all of the requirements. It keeps getting stuck on the terms and conditions for iCloud after she logs in. I click agree and it pops up to ask again. Ive tried resetting, turning both the whim and the watch off. I start the phone, then start the watch, then try pairing again. It keeps getting stuck at the same point. How do we get past this?
