Setup Apple Watch with family support stuck on terms

I have an iPhone 14 pro max (iOS 16.2), trying to setup an a cellular Apple Watch SE (software 9.2) for my family member using family setup.


We have family sharing, two factor authentication, her own Apple ID, all of the requirements. It keeps getting stuck on the terms and conditions for iCloud after she logs in. I click agree and it pops up to ask again.


Ive tried resetting, turning both the whim and the watch off. I start the phone, then start the watch, then try pairing again.


It keeps getting stuck at the same point. How do we get past this?

Welcome to Apple Support Communities. First, you need to make sure that the iPhone you are using has the most current iOS version. The steps to check and update if needed are found in the Apple Support article: Update your iPhone or iPad


Update your iPhone or iPad wirelessly
1.Back up your device using iCloud or your computer.
2.Plug your device into power and connect to the internet with Wi-Fi.
3.Go to Settings > General, then tap Software Update.
4.If you see more than one software update option available, choose the one that you want to install.
5.Tap Install Now. If you see Download and Install instead, tap it to download the update, enter your passcode, then tap Install Now. If you don't know your passcode, learn what to do.


You also want to make sure that the iPhone is connected to a compatible Wi-Fi network, 2.4GHz, not captive, and not an Enterprise or Education network. And check that the date and time are set correctly of the iPhone. Go to Settings > General > Date & Time, and make sure the time zone is correct as well as it is set to "Set Automatically".
