Trouble pairing new Apple Watch SE for Family Sharing

I have a brand new Apple Watch SE operating watchOS 9 and an iPhone 13 operating iOS 16. I am unable to pair the Apple Watch for my son via the family set up option. I get the same error as others have mentioned "Setting up for a Family Member requires a GPS + Cellular Apple Watch series 4 or later that is running watchOS 7.0 or later," but have not found any reason as to why it won't pair.


My child is listed as a Family Member in my settings and has his own ID/@icloud.com address. I am the Organizer and have two-factor authentication turned on.


I can't figure out what the issue may be. Please help!

You will need an Apple Watch SE with cellular as shown in the requirements section of this article: Set up Apple Watch for a family member - Apple Support


What you need
An Apple Watch Series 4 or later with cellular,* or Apple Watch SE with cellular, with watchOS 7 or later.
An iPhone 6s or later with iOS 14 or later for the initial watch setup.
An Apple ID for yourself and one for the family member who will use the Apple Watch. Your Apple ID needs to have two-factor authentication turned on.
Family Sharing group that includes the person who'll use the Apple Watch. You need to have the role of organizer or parent/guardian to set up an Apple Watch for a family member.
* A cellular plan isn't required to set up an Apple Watch for a family member, but is necessary for some features.
