I have Jabra blue tooth enabled hearing aides that are paired to my apple iPhone 10and was attempting to regulate sound...I somehow managed to cause iPhone to not let me enter passcode or use the "swipe up to open"?

It sounds like it's possible that your Voice Control was enabled. Details can be found at Use Voice Control on your iPhone, iPad, or iPod touch - Apple Support.
To turn Voice Control on or off after the initial setup, you can use "Hey Siri," the Accessibility Shortcut, or go to Settings, select Accessibility, then select Voice Control.
