I did not make that purchase.
Who did? That is what needs to be determined and what actions should be taken.
For an in-app purchase managed by Apple, it requires a person to double click the side button, followed by verification with TouchID/FaceID or Passcode. That is not something that can be done by accident and if not done by you, then your phone has been compromised and you need to immediately change your Passcode, Password, and any financial accounts you have in your Wallet. This cannot be done remotely, so it would mean someone had physical access to your device and knew your Passcode. If you give someone else your Passcode, you have authorized them to make purchases.
With that information, what have you gathered when you review your Purchase History to identify what the charge is for:

If you do not see the charge in your Purchase History, then it is not being managed by Apple and we would need to know the exact description of the charge you see. Any charge from a subscription/free trial made on a website will directly charge your payment method and it is not managed by Apple. To cancel those or request a refund, you would need to contact that website where the charge initiated.

Report the fraudulent activity to the issuer of the payment method used.

Is have removed cc from my Apple wallet, not going this again.
It is nothing to do with the card in your Apple Wallet. A subscription is billed to your card directly, it does not go through your Wallet. Your bank can certainly block the charges and simply issuing you a new card is not likely to stop a recurring charge. You bank uses a service called a Credit Card Updater that gives your new card details to the merchants with recurring charges, so they must prevent that from happening. If you see the charges on your new card, it is your bank that gave them your new card number.

Those are the questions that need answered to determine how the charge could have occurred. On your device, it would require double clicking the side button with the amount showing on the screen, followed by verification with TouchID/FaceID or Passcode. If you signed up for a free trial, then those must be cancelled at least 24 hours before the trial period ends. If you are the Organizer of a Family Plan using Purchase Sharing, then you have authorized member to make purchases using your payment information.
Without knowing how the charge occurred or at least what is was for, you may have much more serious problems with your banking information being compromised or your Apple Account needs to have the Password changed and Passcode on your device.

You would need to first identify what the charge are for and if you have any subscriptions that need to be cancelled. Feel free to post a screenshot of what you see at these 2 links:
If there is not information there that matches, then it would not appear to be managed by Apple, so please provide:

Do you see the charges here,

Some or all charges may be lumped together when Apple batch processes multiple charges as one. You’re also welcome to contact Apple Billing Support for assistance.
