What happens to apps and subscriptions when family members are in different countries?

I live in the United States and am head of a family group on Family Sharing. Most of the rest of my family currently lives in Brazil. After multiple attempts, they continue to not be able to access the same content I can access here, or (in the case of Apple TV+) are being asked to pay for individual purchases just the same as if they weren’t part of my family unit. Is this correct? If not, is there a way of fixing this so they can access the same content I can access here?

All members of an Apple family sharing group need to be in the same country.
