Calculator will not open, even after restart. Unable to drag app to trash.

Calculator is part of macOS and can not be deleted or trashed.
If the copy on your Dock is not working, remove it from your Dock and drag a new copy from your Applications folder to your Dock.

SORRY to all. Thanks for the help, but I have figured out my issue. 'Shockingly' it seems to be user error!
I had screen mirroring on, set to use my TV as a separate screen via HDMI. TV was set to a different input and apps are opening there.
Also, please try restarting in Safe Mode and then restart normally and startup Calculator. You don't mention how you are attempting to launch the Calculator app, that would be extremely helpful as there are many ways to launch apps in Mac OS.
