Why does my phone not have all the features that everybody else’s and we’re all on the same updated software?

I noticed that every time I have a software update, it starts to display the new features three or four software updates behind? Like we could all have iOS 16 , but my features won’t display itself like iOS 16 then while everybody else’s is now downloading software 17 now all of a sudden my features that were supposed to be displayed are barely showing the display but it’s claiming its updated with current software 17 but the people who downloaded the new software 17 is displaying all the same features that I won’t get it until the next software update, if that makes sense, is it just my phone or does this happen to other people too?
