Same problem here with iPhone and iPad. The latest iOS update has been a disaster for me.
I have restarted everything. Deleted all songs from phone and pad. Turned music sync back on, and it look like the few I downloaded from Apple are there. However, no songs are playable. All come up as "not available in your region."
The region thing has been an ongoing issue for a while. It obviously isn't fixed and has become worse. Thousands of my songs are missing. Those that are there will no longer play.
"Music" on the Mac shows all the songs as existing on both phone and pad. The devices don't agree.
I saw one suggested fix is to delete the "music" app from the phone. I just tried that. Re-downloaded "music" - the same Apple downloaded songs appear in the library, but all have the "not available in your region" problem. It looks like all my own songs were also transferred, but maybe 10 or 12 out of several thousand will play. The rest all have the "not available in your region" problem.
I have about two dozen songs that were purchased/downloaded from Apple. The rest are all my own. Both are affected. I went through this a few months back and Apple support had me reset my phone. I don't have time for that now (it ends up taking several hours).
I am sure this is all related to their music service. (I have Apple Music turned off).
