pkg install failure

I encountered an issue that pkg installation fails on a Ventura 13.2 m1 chip MBP. I found a workaround by reading https://answers.microsoft.com/en-us/msoffice/forum/all/installer-office-2021-on-m1-mac-with-ventura-fails/06e66c3f-e6eb-4e8f-b9ec-cbdf98decddf  and https://forums.macrumors.com/threads/install-with-pkg-file-failed.2367425/. The workaround is simply moving the pkg file out of Downloads folder to another location such as Desktop folder. It looks like a Ventura bug but I'm not sure if it's been fixed in 13.3. Does anyone know this? Thanks.
