Have a iPhone 12 mini and want to delete an app and then reinstall from the App Store. It deletes from the iPhone but when I try to reinstall from the App Store it says you already have the app and installs it from the cloud. How do I get the app out of the cloud?

That doesn't mean that the app itself is in iCloud. Deleting an app should delete any associated data on the phone and on iCloud but some apps store data related to the app based on the user account used for that app. You may want to contact the app developer to see if there is a way to delete it.
But the app that is installed in the App Store when I click on the ‘cloud’ icon has the data that I’m trying to get rid of in the original app
