Unable to completely delete app from icloud

Why after going in and deleting and app from icloud using my iphone 8 is it still showing up? Im needing to permanently delete the app then re-install as new user. However when I do its still showing as if its saved in my cloud. THI for any help you could provide. I’ve deleted the app in all possible places I can on my phone.

If this is knowledge retention is specific to a particular app, contact the app vendor support team for assistance with resetting the state of that app.
