Getting my old iCloud account back

I had a iCloud account that I closed because I had gotten ripped off someone stole my iPhone so I had it closed out so now I really need my pictures that were in the phone that I never can get back because it was in the phone so please help me get back into my account please and thanks again

Lost all my photos when changed apple ID I changed my phone and in error changed my apple ID. I replaced my old apple Id name and password with a new one but later come to find out that it actually deleted the account and made a totally new account which I did not want to do, I wanted to just replace the old username/password with a new. Anyway, I used that account for my icloud, all my pictures have gone. I tried to locate and find my past account and couldn't find it. I even tried to reset the password thinking it would activate it again or that i could change the password to get in. Nothing. Please tell me, how can i restore my lost/deleted apple id account. And if i were to restore this old account can i deactivate this current one that i don't want without it messing up my pictues and contacts, ect. oh and will all my stuff on icloud be restore too if i find my old account. Deleted photos Please can you help me? I have new phone and I give my old iPhone to my father. I reset everything from the old phone, but i don’t know how he conected with my account again. Now on my iPhone 11 is also visible old iPhone SE. I made secure copy of everything on ICloud but he deleted all my pictures and E mails. I can’t see them on ICloud too. please how can I return my deleted photos 13000 of them? thank you kind regards

If you indeed deleted your AppleID from https://privacy.apple.com/ it is completely unrecoverable.
