I am trying to set up my Apple Watch 8 and it ask for a long passcode of 16 characters, but the watch only allows 10 so I can’t get past that step

That should not happen unless this watch is pre-owned and has some sort of corporate profile on it.
Can you take a photo of the message in the watch face?
