Apple watch series. Can't unlock

Watch states device locked put on wrist and then unlock with iphone. this does not work. does anyone have any way around this?

I assume you are not referring to Activation Lock. Activation Lock is designed to prevent anyone else from using an Apple Watch if it's ever lost or stolen.

To Unlock Apple Watch when you unlock your iPhone: Open the Apple Watch app on your iPhone, tap My Watch, tap Passcode, then turn on Unlock with iPhone.

App will not let me do anything. It states watch is locked please unlock the watch which I cannot do. I have also tried uncoupling and resyncing. This did not work. It seems I am in a virtual catch 22

One other note- I put the watch on and after a little while I got an Apple notification about privacy. Tapped done and the watch unlocked. However in the Mywatch app it will not allow any changes in the passcode screen so I cannot change to unlock with Iphone

I cannot use the app on the phone since it states watch is locked please unlock. It tap ok and the same message pops up stating to unlock watch. Stuck there
