Apple Watch will not let me get to settings to see if connected to Wi-Fi or internet

Husband has iPhone 13. Trying to pair with watch series 3. Have reset/unpaired watch but watch won’t let me check to see if it is connected to internet. And it won’t pair automatically or manually

i am having the same issue but says need to update the watch how can I update without internet?
