I live in Iran and can't create an Apple ID

Per government restrictions Apple cannot do business in Iran. There is no support for Apple services or devices in Iran, and it's illegal to sell Apple devices in Iran. Any Apple devices found there are gray or black market devices.

You, yourself committed no sin. Your government failed to comply with treaties and incurred the U.S. Government's wrath. Apple cannot simply ignore the U.S government and help you out, as they could be sanctioned or put out of business entirely.

Violating nuclear treaties has consequences to common people like you.

You don't need a program to create an Apple ID. You can create an Apple ID at https://appleid.apple.com you just won't be able to use an Iranian address or payment method.
