Contacts on macOS not syncing. Reminders and Calendar sync as expected.

On Ventura/Macbook Air M2, contacts do not sync with the phone. In Messages, the message shows up with the generic icon and phone number. The person does not appear in my Ventura Contacts app. On iOS 16, they appear as displayed in contacts with name and photo icon and are listed in Contacts.

I have confirmed that iCloud is enabled in Settings/iCloud. Reminders, Calendar events sync as expected.

Ventura 13.2.1 Air M2.
