I am having issue to redeem code of an app. I am getting message that says "This code is only valid in the Saudi Arabia store" and I want it to be redeemed and downloaded from the US store. Any suggestions ?

Why and how I can let that app valid in US. because it is a custom app that have been added to the business portal. and I send redeem codes for people to download it. But any person is not in Saudi Arabia he cannot download it and not sure why or how to solve this issue.
