Why is this Still an issue? How is it APPLE hasn’t addressed the Fact Phoenix, Arizona Does Not Participate in Any Day-Light Savings Time Zone Changes.

Yes I’m sure. Our phones are set for PHX and they were an hour off. We finally powered them off and then on again in order to correct iPhones incorrect time zone change. This is a twice yearly issue.
Are you sure about your device’s location and time settings?
I just changed my iPhone’s time zone to Phoenix and it shifted to 8:10 PM (MST) …
.. the same time as the west coast (on PDT).
Is your device running the most recent version of the OS available to it?
