Apple Cash locked with my cash on there.

I have almost 1300$ locked in my Apple Cash. I’ve done the steps, and was told they locked it and it won’t be unlocked at all. Where is my money then? If they don’t want to let me continue to use their service, well that means give me back my money. Is there a process on getting my money from them? Ive tried asking support. They don’t know anything. How do I get my money
