set up

my brother got a replacement for his new iPhone 14 and we are trying to log in to his icloud but its asking for a verification code that they are sending to his phone number which we do not have access too. we have access to his email but it isnt giving us an option to receive the verification from his email. i need help on how to get the verification code or on how to by pass this.
