Two Step verification code was sent to an old iPhone

What happens if you don’t have the old mobile number anymore that the two step verification is set up with? Son was logged out of iCloud but can’t setup again coz the verification code is sent to an old mobile?

any ideas how to get round this.

verification code is being sent to old number and I can't log in to iCloud My daughter got a new phone but she can't log in to her iCloud or use her Apple ID because the verification code is being sent to an old number which she changed over a year ago.
