Same problem here, although I can't be sure it started exactly with the 13.2.1 update. My 14" M1 MBP is on power adapter 99.9% of the time. It used to be that if I used it on battery briefly, it would take just a few days back on power adapter to return to the 80% limit. But now it has been charging to 100% for about 6 weeks. During that time it was on battery only for a couple of hours as it was transported between locations.
The algorithm seems far too hesitant. I wish Apple would give us some manual control over this. This optimized charging feature was a significant reason why I bought a laptop despite knowing that it would be rarely used on battery. My previous MBP suffered a swollen battery after only about 50 charging cycles, presumably due to the fact that it was plugged in almost all the time.
I've tried some 3rd-party utilities but they don't seem to work properly in clamshell mode, which is what I'm in almost all the time.
Hoping the 13.3 update which I just installed a couple of days ago will fix this...
