Can’t backup for storage full but still have over 20gb of free storage. How can I update that information and do backup?

Backing Up to iCloud in Full:
You Can't. What you are looking to perform is not an option. iCloud does not backup everything. See here: What does iCloud Back Up? - Apple Support
