Recently, old and new Safari .webarchive files will not open on my MacBook Air 2017 (Monterey 12.6.3). Instead of the archived webpage opening, Safari (16.3) produces this:
The same webarchive files still do open correctly as in the past on my desktop Mac.
I appreciate any help resolving this.

Wondering if you have any Safari extensions (ad-blockers etc)
or
any third-part apps (especially un-neccesary virus-checkers and the like)
installed on the MacBook Air.
If so, try turning them off, or use the uninstallers from their developers

If you haven't already you could try restarting your MacBook Air.
Eg: Apple menu > restart
Simple, yet does work wonders in clearing the way on occasion.

Only Safari extensions I use are 1Password and Devonthink. Turned both off and restarted - no change.
No virus checkers software installed - some time ago I took a look at Malwarebytes, but removed it.
Use pretty standard 3rd party apps - Adobe apps, GraphicConverter, Carbon Copy Cloner, DropBox, and the like. No recent app installs that I can remember.
Booted in Safe Mode with no change.
No VPN used. Apple Firewall off.
No problems connecting with the internet - web pages open normally - only saved webarchives created recently and in the past by Safari have this problem. Again my desktop Mac opens the same webarchive files normally.
My guess is that a network setting is incorrect or some system file has been corrupted.
I may be fated for a system reinstall unfortunately.
