WebArchive files can't be opened

Since upgrading to 12.6 I cannot open webarchives that I created on the same computer without going through many extra steps. Why is this. It even applies to files CREATED BY Safari in the first place. If the file was dangerous, why could I open it to start with and make a web archive file? If it were a dangerous file from the internet, it wouldn't have Safari as its creator. Some of these archives are important to me and I'm going to open them anyway...

Can you first describe what some of these extra steps are?

At first I thought I couldn't really reproduce your question because I didn't have any webarchive files. But I did a search and apparently I used to create a bunch of them circa 2007 or before. They all work perfectly. I double-check the file and it opens in Safari. No extra step past that 2nd click.

Nice to know, but no solution. I can upload a screenshot if you like, but the message is "<file>.webarchive cannot be opened because it is from an unidentified developer" (this alert doesn't tell you, by the way, how to open it if you really need to). If I go through the usually rigamarole of going to the security settings in the control panel and opening it anyway I can open it. I don't mind that Apple is trying to protect me from malware, but this is a file created by Safari and should not possibly be malware.

Sometimes there is an odd problem where sandboxed apps will create documents that have the quarantine bit set. I forget the exact cause and explanation. I can't find it because the standard "cannot check for malware" search is only going to find the most common case.

Regardless, this is easy to fix. Run the following command on these documents:

xattr -d com.apple.quarantine /path/to/file.webarchive

Hopefully all of these files are in the same place and you can just do "*.webarchive"

Normally this only happens with sandboxed apps and only then under very specific circumstances. It should never happen with Safari. I can't reproduce it with my older files or one I just created.
