I noticed my iMac has what appears to be duplicate music files in my user folder:
Music/iTunes/iTunes Music
Music/Music/Media.localized
Are both of these necessary?

See Managing your Mac media libraries - Apple Community. iTunes Music would be an out of date name for the iTunes media folder. ~/Music/Music/Media is the standard location for the media folder in Music with, I guess, a normally hidden .localized file extension that lets the actual name depend on the system language somehow.
You should probably consolidate to ~/Music/Music/Media, then remove the music items from the old iTunes Music folder. Repeat for other media types as needed.

If you don't have anything left in iTunes Music then you really don't need the iTunes folder either. Music isn't using the old iTunes library files or Album Artwork folder.

I don't think it would be the duplicates as such, perhaps Music is a little faster accessing things if they are on the default paths, it is more likely just the freeing up of space on your computer allowing from more virtual memory.

Is there a reason to keep the old iTunes Music folder now that it is empty?

Holy cow! My Music app is now so much more responsive!
