Mac Photos - retouch stopped working.

After a good old reset, but nothing changed. The Retouch feature in Photo editor stopped working (Venture OS 13.1). I isolated the issue to the library by creating a new library and seeing if retouch works in that. This was following advice in this old post Photo retouch stopped working. on my Mac - Apple Community but now what? I'm working on a project and need to edit photos, do I move everything into a new library or is there an easier work around please?
