More photos on phone than on icloud - iCloud is fully synced

You can check the status of uploads from iCloud Photos from your iPhone by taking these steps.

"How do I check the status of my uploads or downloads to iCloud Photos?

1. Open the Photos app.
2. Select the Library tab, then tap All Photos.

Also do you use iCloud Shared Photo Library? If so, you may need to switch between your Personal Library and Shared Library to view your additional photos.
