This popup just started popping up today on my iMac, I've tried everything I can think of - updates, checked the agreement box several times, restarted, I have 3 icloud accounts on my iMac and have done this for each account, the pop up will not go away.

Have you tried from all associated iDevices as well...Iphone etc and see if the alert resides there(?)
Just to be sure...this popup is being generated by APPLE's T&C? Is it some other software that is asking you to agree to Terms and Conditions?
I did see an issue with this recently with a reinstall of Mojave on an external drive (for a couple of straggler old 32 bit apps), but I don't think this is in your fact scenario.
It's says iCloud Terms and Conditions, if I want to use iCloud on this computer I have to agree to the terms......I've turned icloud off and back on, restarted, etc. I've accepted the terms multiple times.
What OS are you on? There's a thread about this for Catalina users here.
It's only happening on one device - my iMac; my laptop and iPhone are not having this issue at all.
Yes it is being generated by Apple.

Have you tried logging out of iCloud on all devices?
Yes, more than once, syncing problems after doing that.
OOF. OK. I would say that you could reinstall the OS (NOT a clean install where you while your data - just over the top) if nobody else comes up with something different to try.
I processed the update and no change, the pop up still appears. At this point, I am just giving up.
