Recently I have been having trouble with this apple terms and conditions pop-up window on the top right corner of my MacBook Air screen.. I've tried to agree on the new terms and conditions but it always brings me back to the same window.

With the iCloud terms & conditions continually popping up start by restart your computer to restart any running processes. If it has been accepted then the preference should be saved. if it continues, restart your computer in safe mode where extensions and login items are limited to run. In safe mode, check for the pop up and if it appears accept the terms and restart your computer to your normal user account.
Disable any security software and make sure you have all important updates installed.
If the behavior continues, contact Apple Support to help with a solution.
