Watch reset

I bought a watch from someone and it is fully reset and in set up mode. However when I try to pair it to my phone it won’t allow me to because it says the watch is originally tied to another Apple ID. The original owner has deleted the device already too from devices in her watch app. It also will not allow me to do a firm press reset through the power off because technically the watch is off ? I guess because it is in set up mode

The person that you bought/got this watch from needs to follow all the steps on this page;

Remove the Activation Lock so that the buyer can use it.

If they can't or won't then get your money back or recycle the watch and mark it down as a bad experience.

Neither the users on this forum or Apple can help you,only the original owner can help you.
