Have Tested this specific feature in Ventura 13.2 and in my case it does work.

That is, on 2 M-Class Machines both with Ventura 13.2

Yes, the " Send Later " folder is listed and sometimes the message is in fact send but is still listed in Send Later.

I find, the Send Later will stay that way only until I receive a New e-mail in my inbox.

Suggest Testing by sending yourself and set a time, say 10 minutes from Now.

Using Ventura 13.2. I can verify with another mail account of mine that it is sent. But it remains in the "Send later" box and does not show in the "Sent messages" box. Useless for emails to third parties.
