I've setup at least 10 recovery keys and it never seems to work / save?

I keep getting notified (on my iPhone 12) to setup a recovery key for my Apple ID. I've gone through the process to set one up at least 10 times over the last few weeks - I've tried setting it up though my phone, my mac mini, and my macbook air and it never seems to "save" or work.


When I go through the process to setup the key, a key is generated, I save the key, confirm the key (type it in when prompted), and then nothing - it seems like the process is done. I don't get any errors and I also get the email from Apple confirming that I've setup a recovery key... but then I continue to get the notifications on my iPhone to setup the key.


At this point, I've gone through the key setup process at least 10 times (and also have the 10 keys) and so I'm not sure what else I can do to set it up. I'm running the latest iOS (16.3) on my iPhone and the latest macOS (Ventura 13.2) on my macs.


Is anyone else having this issue and does anyone know if there's a fix? Or, is there a way to disable the notifications that keep prompting me to setup a key?

Here's how I finally fixed the issue (all steps below are on your iPhone):


  1. Disable your current Recovery Key (Go to Settings > click on Apple ID profile / name at top > Password & Security > Account Recovery > Recovery Key > and Disable / turn off the Recovery Key)
  2. Sign out of iCloud (Settings > click on Apple ID profile / name at top > "Sign Out" at bottom)
  3. Reboot your iPhone
  4. Log back into your iPhone
  5. Sign back into iCloud
  6. Setup a new Recovery Key (Settings > click on Apple ID profile / name at top > Password & Security > Account Recovery)


Hopefully this works for you! Not sure if this is what Apple Support would recommend to fix this issue, but it worked for me.
