Why is my Mac not able to sync with my family’s iOS devices wirelessly, though they’re recognized and synced over usb perfectly fine. This wasn’t an issue until I updated to Ventura 13.1 I created a guest account and there was not an issue with syncing.

You took some great steps to isolate this to your Mac user account.
Let's also try updating to the latest macOS Ventura to make sure we're working with the latest software. The newest available is macOS Ventura 13.2:
Have you tried plugging in one of the iPhone devices you have and turning off Wi-Fi sync for it?
Try turning it off and back on and see if that works.

i have done all of the troubleshooting given previously. The last thing that was suggested was to make a great account and see if the phone syncs on the guest account. It does and it is still visible in Finder when I unplug it. So the problem is with my computers original set up.
