No "Available Apps" on Family Share Apple Watch

No "Available Apps" on Family Share Apple Watch

I see a lot of forum and support posts for Apple Watch customers with issues that say to go to the watch app on an iphone and go to the "available apps" section. I don't see that section for my child's apple watch which was setup under a Family Share. How do I access this option? There are some apps (namely Spotify) that do work on a cellular Apple Watch w/o a phone present. I don't see why this situation shouldn't apply and allow me to install Spotify on my child's watch?

Please see the list below for available app on Apple Watch for family members:

"Availability of features and apps

Health and fitness features:

High and low heart rate notifications are available for users 13 and older.
Heart Rate Variability (HRV) is available for users 18 and older.
Walking Steadiness and Fall Detection are available for users 18 and older.
Users under the age of 13 can use move minutes, rather than active calories, for their Move goal in the Activity app.

Apple Pay features:

Apple Cash Family is available to users under the age of 18, allowing them to make purchases and send and receive money in Messages with Apple Pay (United States only).
Apple Pay using a credit or debit card in the Wallet app is not available with Family Setup.

The following features and apps are not available: Medications, respiratory rate, irregular heart rhythm notifications, ECG, Cycle Tracking, Sleep, Wrist Temperature, Blood Oxygen, Audiobooks, Remote, News, Home, and Shortcuts."
