Cannot untag people in photos, as there is no face circle.

You can use the following steps to remove misidentified names and faces: Use the People album in Photos on your iPhone, iPad, or iPod touch.

Fix mixed-up names and faces

If you notice that there's a photo of someone in a collection that's misidentified, you can remove it. Here's how: 

1. In the People album, tap the person.

2. Tap Select, then tap Show Faces to focus on just the person's face in each photo.

3. Tap each photo that isn't of the person.

4. Tap the Share button , then tap "This is Not [Name]."

You can also select the People album, tap the person, tap Select > Show Faces, then tap each photo that isn't of the person. From there, tap the More button (three dots), then select "These are not [Name]".

Well, I thought you were crazy when I first read your message. But after switching to Ventura I thought that I ought to look at how the face naming survived. I've found less than ten cases in the 4000 or so I've looked at so far that had no name even though I was searching by "person" with a smart album. (I'm sure this has nothing to do with Ventura-- that's just what prompted me to look.)

They show up in the search but have no circle or name. I had previously keyworded all of these, so the name is there. Also in one of these (at least), the face is not fully toward the camera, and I suspect that I had added the face name manually. That may be true for all of them-- there's no telling.

Weird.

I'm running into more of these faces listed as persons but with no tag, and it seems almost certain that these were manually ID'd in a previous OS version, and they lost the tag in a transition but are still listed. If I had manually tagged a face incorrectly, I can see no way to untag it, as kelvincoffey points out.
