I can’t create an alias. I go to proper section in email. Click on add alias. I populate all the boxes and click add. It times out then goes back to the previous screen and shows 0 out of 3 Aliases used. Only my original email address is there.

I'm having a very similar issue. I am logged into iCloud Mail on the icloud.com website from my Mac. I have tried numerous times clicking on the gear icon> Preferences> Accounts> "Add an alias", and have tried entering various alias address names never getting any indication if the name is already taken. I have 2 of 3 aliases being used.
Taken names should show up in red asking to come up with something else, but it never does. All that happens after clicking "Add" on the bottom right of the window is the window quickly "blinking", and back to the "Add an alias" window.

If you're trying to create an alias from the device directly, we recommend using iCloud online to create this alias instead. Use the steps below to help with creating an alias online:
1. In Mail on iCloud.com, clickat the top of the Mailboxes list, then choose Preferences.
2. Click Accounts, then click “Add an alias.”
3. Provide the requested information:
• Alias: The text you provide becomes the email address (alias@icloud.com). An alias must contain between 3 and 20 characters.
• Full Name: The name you provide appears in the From field of the messages you send.
• Label: Aliases are listed alphabetically by label.
4. Click Add, then click Done.
