Unable to unlock iPhone 4S that is disabled.

I'm currently using iPhone 7 which is working fine. I also have iPhone 4S associated with the same apple ID on which I'm getting "iPhone is disabled, connect to iTunes". How can I unlock this iPhone 4S since I don't have the iTunes app on my MacBook pro and I'm unable to download iTunes as it says that I need the older version of OS in my MacBook and my latest version of OS will not support iTunes? Any suggestions?

And it is not possible to re-enable this iPhone via the finder using these steps?

  1. Locate your iPhone in the Finder or in iTunes on the computer that it’s connected to. (Learn how to find your connected iPhone.)
  2. Choose Restore when you see the option to Restore or Update. Your computer downloads software for your iPhone and begins the restore process. If the download takes more than 15 minutes and your device exits the recovery mode screen, let the download finish, then turn off your iPhone and start again.

  3. Wait for the process to finish.
  4. Disconnect your iPhone from the computer, then set up and use your iPhone
