my phone is frozen

hi! so i was downloading tiktok and then so it showed the one notification that says if you want them to send you notifications, then so i tried pressing don't allow and then my phone froze in that. i have tried to turn off my phone and to also force restart.. i’ve done all the steps to force restarting but the sos alarm thing keeps going off. do i just let the sos go off and my phone will turn off? and also would it work if i tried to let my battery run down until it turns off? thank you
