All Locally Stored Apple Notes Missing After Upgrade to Ventura 13.1

All of my locally-stored Apple Notes (that is, Notes that I store on my Mac but not in the cloud) are missing after I updated my Mac mini M1, 2020 to Ventura 13.1. Does anyone know how to recover them? Thanks.

Mac mini 2018 or later

I figured it out -- I turned off iCloud for Notes and all of my locally stored Notes reappeared.
