Items picker for customize toolbar doesn't appear anymore

The items picker when customizing the toolbar doesn't appear anymore.

I'm using a brand new Macbook Air M2 (2022 model) running MacOS Ventura and could customize the toolbar once.

After that, when I'm customizing the toolbar the items are still wobbling and I can delete them, but the item picker popup window doesn't appear anymore.

Of course, I did a restart but that didn't help.

Any leads where this bug is coming from?

I do know how to customize Safari and the menu bar. I thought I made this clear with my post.

Let me try to explain with different words again:

I have encountered a bug or an error on my computer in Safari:

When you’re in menu customization mode in Safari. There is an item picker popping up normally. This item picker does not appear anymore, but it definitely should.

customizing the toolbar in all other apps works as usual. This bug only happens in Safari.

I have attached a screenshot of how Safari behaves when I’m in “customize toolbar” mode.

You can’t see the wobbling icons, but you can see the square box from a spacer.

And you can clearly see that there is no item picker below the wobbling toolbar.

Mac: Macbook Air M2 year 2022

OS: MacOS Ventura 13.1

App: Safari
