Why 1st attempt of making a phone call is always failed?

Why 1st attempt of making a phone call is always failed?

When making an outgoing phone call on my iPhone-11ProMax is always failed, try 2nd time is good. It is the same way when receiving in-coming phone, the first one is always noted as missing. I am using IOS16.2
