The TouchID button (the one that scans your finger) is the power button. If you do not want your computer to be accessible without a scan of your finger, you will need to adjust your lock settings:

  1. Open System Settings
  2. Open "Security & Privacy"
  3. Click the lock button in the bottom left corner of the window and enter your password so that you can make changes to the security settings
  4. Click the "General" tab
  5. Check the box that says "Require password . . . after sleep or screensaver begins
  6. Use the dropdown to determine how long it takes after sleep or screensaver before your computer will require a password
  7. If you want your machine to always require a password after going to screensaver or sleep mode, select the "immediately" option
  8. Now your computer will *wake* when you press any keyboard button, but will not *open* until you enter a password or valid TouchID (fingerprint)

If you want your computer to actually turn OFF in between uses, you will have to shut it down from the apple menu. After doing so, press the TouchID button (a.k.a. power button) to power up your machine.
