Apple Watch - location requested

Why does my watch keep showing “Location Requested” in the controls screen? I unpaired/repaired and checked all the location settings on the iPhone and watch. It is showing my location in Find my now but my other watch does not show a location requested.

No, the other watch is paired to my other iPhone. My point is both watches in the family group are setup the same way (but with different iCloud accounts) at the same location, under same mobile phone plan for all 4 devices, but one watch keeps saying “location requested” in the controls screen and most the time can’t seem to find itself. It is an older iPhone 7 so maybe it’s the gps not working well in this rainy CA weather. It worked fine a month ago. Both phones use iOS 16.2 and watches use 9.2. Just wondering if I missed a setting somewhere that is causing the problem or is it a bug in the os.

i do have another issue that may be causing problems. My old phone mixes me up with my newer phone. Even though I have separate Apple accounts, the contact picture from my newer account shows up on the contact information for my older phone apple account. I originally loaned my old phone to a family member and started a new phone/account for myself. A lot of my apps/movie/music media was associated with the older account so I get to it using family sharing. Since you cannot transfer media between accounts I just stuck with it. Someday I plan to sort that all out. But that may be sooner than later if the new IOS is getting confused on who the old phone thinks its owner is.
